Rule 173
Election of Chairman

(1) Except as otherwise provided in this paragraph, the election of the chairman of the committee under this paragraph shall be held on the day appointed by the speaker and the notice thereof shall be published by the secretary forty-eight hours in advance.
(2) By five o'clock in the afternoon on the day before the appointed day for the election of the Chairman, any member shall give notice to the Secretary of the proposal to elect another member to the post of Chairman in the format as per Schedule-3. (3) The supporting member shall support the notice of the proposal as per sub-rule (2) after the proposing member presents it to the committee.
(4) If only one notice of the proposal is received as per sub-rule (2), after the supporting member has spoken, the member presiding shall immediately announce that the proposed member has been elected unopposed to the post of chairman. If more than one notification of the proposal is received, after each supporting member has spoken in the order of registration, there will be a general discussion on all the proposals and then the member who will immediately chair the proposal will present the proposal to the committee for decision.
(5) When presented for decision in accordance with sub-rule (4), the member who is in favor of the proposal shall be made to pronounce the word "yes" and the member who is against it shall say "no", and the member who obtains the majority shall be declared elected as the chairman.
(6) According to sub-rule (4), after any of the proposals presented to the committee for decision is accepted, it will be deemed that the member proposed by that proposal has been elected to the post of chairman and the rest of the proposals will not be presented for decision.
(7) The member presiding over the committee shall not have the right to vote. However, if the votes are equal, this bye-law shall not be deemed to hinder the casting of the decisive vote.
(8) An ex-officio member shall be allowed to vote only in one of the committees of which he is a member and the information of which committee he is going to vote in shall be given to the speaker within twenty-four hours of the publication of the notice of election. But ex-officio members who are not members of the House of Representatives will not be allowed to vote.
(9) No Minister shall be eligible to be elected to the post of Chairman and to preside over the meeting of the Committee.
(10) In the absence or absence of the chairman of the committee, the senior member among the members present will chair the meeting of the committee.
(11) If the senior member is proposed for the post of chairman, the next senior member present will chair the meeting of the committee.
(12) The member elected to the post of chairman of the committee shall take the oath of office and confidentiality before the Speaker as per Schedule-4.
(13) During the election of the Chairman in accordance with this paragraph, it shall be arranged that at least one-third of the women Chairman shall be elected in the subject committee.
(14) Other procedures related to the election of the chairman of the committee shall be as prescribed by the chairman.
